Guide to Extra Care Sheltered Housing in England, 2007

Extra care is becoming the commonly accepted term for retirement housing developments where care is available.  Housing with care is a more descriptive term; other names include assisted living, continuing care and close care.  There is not yet, however, an agreed definition of what a extra care is, though a consensus seems to be building around the idea that a definition should be based more on philosophy and vision, rather than or alongside more readily measurable factors.

For the purpose of creating this Guide however, we have taken a very broad definition, and included:

  • All developments described by their provider as extra care, close care, assisted living, continuing care or similar, and where this is not clearly a mistake or fraudulent; and
  • Any other schemes which however classified or not by the developer / provider, seems to us at EAC to offer some or all of the features which current debate suggests make them candidates for the ‘extra care’ label.

On this basis we have identified the 850 developments in England that are described in the Guide.  They include rented, leasehold & freehold developments, together with a small number where tenure is mixed or shared ownership possible.  All developments have been re-surveyed since the first edition of the Guide appeared in 2002; there remain, however, some entries which are somewhat thin on detail.
